ABSTRACT

The COVID-19 pandemic brought about new challenges to schools' organization leaderships and to school leaders. This study, of qualitative nature, aims at understanding the impact occurred in the area of school management, in pandemic times, from the leaders' perspective, in Portugal. The investigation question is: what prevailed during the remote school management of the leader's team amidst the COVID-19 pandemic time? The sample is a video, with 2 min and 47 s, done by the Leader of a Cluster of Schools, in the North of Portugal, within the context of activities related to affection, promoted by the group of Schools' Libraries, entitled "Month of Affections”, when COVID-19 lockdown was mandatory. The content analysis was done using the webQDA® software. All ethical rules were accounted for. The main results are: (i) adaptation and remote management;(ii) challenges to leadership and (iii) vision for the future. It was concluded that, due to the mandatory social distance, the Leader chose for an active and creative virtual presence (re)qualifying his leadership. The concept of this remote leadership kept the organizational balance, leading his co-workers to achieve the defined objectives. The remote leadership will have to be a dialogical field in the Public Policies of the Ministry of Education and Science in Portugal. © 2023, The Author(s), under exclusive license to Springer Nature Singapore Pte Ltd.

ABSTRACT

Objective: To discuss how vulnerabilities, especially in terms of social inequalities, are linked to disasters and how they become more potent when disasters occur, further aggravating the situation of groups and communities in fragile conditions. Theoretical framework: The Vale dam failure disaster was analyzed from the Disaster Risk Management (DRM) proposal presented by the Sendai Framework, which is based on strengthening actions and measures to prevent disasters, as well as increasing preparedness for responses and recovery from disasters that may occur. Methodology/approach: The method used was the case study. Documentary research, participant observation of WhatsApp groups, and three interviews with representatives of the public sector and civil society were conducted, as well as seven interviews with citizens of Brumadinho. Content analysis was the strategy for data analysis. Main Results: The experience of the municipality of Brumadinho demonstrates how recovery from a disaster is difficult to accomplish and makes the affected population even more vulnerable and exposed to risk, potentiating fragilities and inequalities. Implications of the research: The situation of the city in Minas Gerais highlights the processual construction of disasters and how the current model of economic and productive development needs to be rethought. The criticism of disaster management and the negligence regarding its prevention can serve to guide decisions by the public authorities to develop prevention and damage reduction actions. Originality/value: Empirical studies that discuss the relationship between disasters, vulnerabilities and social inequalities are fundamental to obtain a better understanding of the complexity involved in disaster management, and especially to show how inequalities are enhanced by the occurrence of events of this magnitude, further aggravating the situation of groups and communities in fragile conditions. © 2022 ANPAD - Associacao Nacional de Pos-Graduacao e Pesquisa em Administracao. ABSTRACT

Introdução: O IHEBE é um serviço de hemoterapia privado, localizado em Belém/Pará, responsável pela cobertura transfusional de 21 hospitais e clínicas da região metropolitana, incluindo os municípios de Belém e Ananindeua. Possui 6 Agências Transfusionais sediadas em hospitais-âncora e 1 Agência Transfusional extra-hospitalar responsável pelo atendimento das demais instituições atendidas pelo IHEBE. Recebe média de 15.500 doações anuais e realiza em torno de 22.000 transfusões/ano. Objetivo: Verificar as estratégias adotadas para gestão do estoque de componentes sanguíneos do IHEBE. Material e métodos: Estudo retrospectivo, descritivo, realizado no IHEBE no período de 01/01/2021 a 31/06/2021. Foram selecionados todos os doadores considerados aptos que compareceram ao IHEBE neste período e todas as transfusões de concentrado de hemácias realizadas neste intervalo de tempo. Para fornecimento dos dados sobre a entrada de doações utilizou-se o relatório emitido pelo sistema informatizado de gerenciamento de banco de sangue RealBlood, versão 10.0.17763.0. Os demais dados foram obtidos através de um aplicativo de mensagens instantâneas no qual os supervisores das agências transfusionais comunicam o fornecimento dos componentes sanguíneos e sinalizam as validades das bolsas com previsão de vencimento no intervalo 10 dias, favorecendo troca destas unidades entre os hospitais, visando redução do descarte, racionalização do estoque e a captação de tipos sanguíneos específicos, garantindo a manutenção da rastreabilidade. Todos os dados foram tabulados em planilhas do programa Microsoft Office Excel 2013 para análise. Resultados: Dos 7.733 doadores que compareceram neste período, doaram em janeiro 1.494, fevereiro 1.004, março 1.266, abril 1,435, maio 1.430 e junho 1.104. Dos 6.165 doadores considerados aptos, foram transfundidos 6.918 concentrados de hemácias, sendo em janeiro 65% (n = 967), fevereiro -14% (n = 1.149), março 91% (n = 1.148), abril 99% (n = 1,427), maio 77% (n = 1.108) e junho 101% (n = 1.119). Discussão: Analisando a variação percentual de doações e transfusões, observa-se em janeiro excedente de 35% sobre o estoque de componentes sanguíneos, pois a equipe de captação manteve sua rotina no mês que ocorreu queda transfusional devido pandemia por Coronavírus. No mês de fevereiro a gestão estratégica sinalizou o evento excedente e sugeriu a limitação na busca de doadores, sendo então transfundido -14% do estoque, melhorando o status gerencial. Nos meses seguintes com a monitorização do fornecimento de componentes sanguíneos e a orientação para o serviço de captação observou-se equilíbrio de entrada e saída dos componentes sanguíneos, mantendo o estoque mínimo necessário para os meses subsequentes. Conclusão: Apesar da criticidade do estoque de componentes sanguíneos normalmente encontrada em Serviço de Hemoterapia, neste estudo foi observado que a gestão estratégica baseada na análise da tríade: controle da entrada de doações, monitorização do fornecimento de componentes sanguíneos e mecanismo de sinalização sobre a validade destas unidades, foi eficaz para a manutenção regular do nível do estoque e redução do descarte.

ABSTRACT

We intend to point out in this brief reflection the constitution of spaces for debates and political struggle that indigenous populations in the state of Roraima have been carrying out and disseminating through electronic sites and virtual media, given the critical framework of care and public health service provision in the midst of to the Covid-19 pandemic, calling attention to the negative impacts that exogenous presence in indigenous lands cause, many of them due to the invasion and exploitation of territories against the will of these populations. The "new disease" is associated with political problems concealed by the developmentalist discourse, which are inserted in the governmental economic agendas for the Amazon. In this context, the disease represents a violent mechanism to control these populations, which, in addition to not being immune to the virus, are also not immune to the non-indigenous presence and all its technological paraphernalia.
